Road safety is a fundamental objective of human society because it involves the most valuable assets: the lives and safety of people.

As a primary goal, security involves the responsibility of the owners or managers of bodies that have precise duties roads to be respected.

The European Union reinforces these principles and sets concrete targets by 2010:

• halving the number of deaths on EU roads;
• provide for the establishment and implementation of procedures relating to road safety impact assessments (Safety Audit / Safety Review)
